St. Paul’s Church has partnered with the Upper Valley Haven and Twin Pines Housing for an initiative to address the affordable housing and homelessness crisis.
This initiative gives Twin Pines Housing the space to build a supportive housing apartment that can house 18 small, one bedroom apartments; and the land for the Upper Valley Haven to build a low-barrier shelter and much needed office spaces.
About the Project
With a vacancy rate hovering around 1% and prices increasing more than 20% over the past year, housing in the Upper Valley is difficult to find, especially for those people at risk of homelessness. St. Paul’s Episcopal Church in White River Junction announced recently that it is embarking on an innovative approach to help serve the community while at the same time shoring up its own financial needs.
The church is teaming up with Twin Pines Housing and its next-door neighbor, The Upper Valley Haven, to build affordable housing and expand emergency shelter beds and service space for The Haven.
The three organizations have been planning this concept for almost a year. A Memorandum of Understanding between the three organizations has been approved by the Church membership and the Episcopal Diocese of Vermont, and the MOU was signed by the three organizations in November.

- We will not include an active driveway to Goodreau Street
- We will include direct pathways towards the entrance/exit to Hartford Avenue
- There will be an effective downward directed lighting to promote safety and accessibility
- All buildings will have security cameras
